According to the Free Trade Agreement between the Government of the People's Republic of China and the Government of New Zealand (hereinafter referred to as the Agreement), China has implemented special safeguards for 12 tax-numbered agricultural products originating in New Zealand. As of January 2, 2019, the number of import declarations of solid and concentrated non-solid milk and cream (tax code: 04021000, 04022100, 04022900, 04029100) administered by special safeguard measures has reached 215575.021 tons, exceeding the trigger standard of 162482 tons of special safeguard measures in 2019.

Since 3 January 2019, import tariffs on solid and concentrated non-solid milk and cream imported from New Zealand under the Agreement have been restored at MFN rates.
