Dallas will lead the growth programme, positioning the business as a supplier of packaging solutions including tear tape, labels, closures and seals.
The firm operates in six countries serving a global customer base, supported by an in-house design studio, research and development facilities and printing equipment.
Dallas said: “Payne has an excellent reputation within the industry and I look forwards to making it even more relevant as we seek to deliver greater value to both our existing and new customers.”
The company is part of the coated & security products division of Filtrona, an international supplier of speciality plastic, fibre and foam products.
